Mr. Francis Arthur-Collins is an Information Technology (IT) Consultant, whose experience in the management and implementation of Information Technology systems spans over 38 years in the IT industry. He graduated from the University of Science and Technology, Kumasi, in 1984.

He was recruited as a Computer Programmer in 1985 by the Ghana Ports and Harbours Authority (GPHA), where he worked rising through the positions of Snr. Programmer, Systems Analyst, MIS Manager, and IT Manager, reaching the “Head - IT” in 1998, with oversight responsibility for all IT systems and resources in GPHA. While in GPHA, he carried out a comprehensive systems requirement definition study to define and develop the appropriate IT architecture for implementing GPHA’s computer-based systems and business operations on Local and Wide Area (LAN/WAN) networks. He retired from GPHA as the Head of Information Technology [“Head - IT”] in the year 2012.

Mr. Arthur-Collins drew a lot of experience from engaging in consultancy services by executing various IT projects both home and abroad. He has in-depth knowledge in the deployment of IT concepts and tools for re-engineering business processes and procedures, to enhance customer service delivery and improve business productivity. He is splendidly equipped with experience in the appraisal and review of both manual and computerized systems, including carrying out feasibility study to define appropriate IT architectural requirements as a “driver” for achieving corporate business goals and objectives. He has good store of knowledge and experience in the evaluation, definition, deployment, implementation and management of integrated systems, particularly, Enterprise Resource Planning (ERP) solutions.

Mr. Arthur-Collins holds Master's Degree in Information Technology and Business Administration from the University of Leicester, United Kingdom; DP in Data Processing from the University of Science and Technology Kumasi; Proficiency Certificate in Systems Analysis and Design - Awarded by the British Computer Society Information Systems Examinations Board (ISEB), United Kingdom; and DP in Strategic Management from Galilee International Management Institute, Israel.

Professionally, Mr. Arthur-Collins is a Fellow - Ghana Institute of Information Technology; Member - BCS, Chartered Institute for Information Technology, United Kingdom; Member - Institute for the Management of Information Systems, United Kingdom; Member - British Computer Society, United Kingdom; and Member - Institute of Data Processing Management, United Kingdom. Additionally, his skill-set includes professional training in Information Technology Management; Information Technology Strategic Planning; Information Technology Project Management; and Advanced Business Management Operations, all from the National University of Singapore - Institute of Systems Science.
